During last 7 years Department has implemented several international projects, related to development of areas, located in border area and co-financed by cross-border programmes. Latvia-Lithuania CBC Programme 2007-2013 (“Creation My Only Hope”; “Summer in Village”); Latvia-Lithuania-Belarus CBC Programme 2007-2013 (“Joy of Mobility”). Department has also implemented several projects, funded by “Europe for Citizens” and “Erasmus+”. These projects have helped the Daugavpils region culture board develop long-lasting and practically tested plans for international cooperation with organizations from Lithuania, Belarus, Estonia, Poland, Italy, Malta, and Germany. Implemented cross -border cooperation projects were mostly focused on preserving and promoting unique cultural heritage elements in border areas and solving important issues from the socio-cultural point of view. Together with reliable cooperation partner - Culture Center of Zarasai District Municipality - sustainable cooperation models have been created. During previous projects partners helped integrate children with special needs into society through artistic activities; created cultural network "Summer in Village". There was also cross border collaboration project among Latvia, Lithuania and Belarus, during which communities living near the border strengthened their socio-cultural cooperation network, encouraging the participation of young people and increasing the creative capacity of local municipalities. In 2014-2015 Culture Department of Daugavpils District Municipality implemented 2 "Europe for Citizens" Programme projects. Together with partners from Malta, Italy and Lithuania following issues were discussed and solved: revival of old towns and cities (territories), using cultural instruments, related to historical heritage and remembrance of WWII in local societies. Carrying out different national and international projects is important for the LP’s field of activity, because these projects add variety to the range of cultural and art services, they also help increase the quality of these services and make them available to wider audience. Projects are a vital tool for forging international cooperation and exchanging experience.

Border area is a place where different cultures mix together. Culture Department of Daugavpils District Municipality is looking forward to re-create habits, cross cultural communication, tourism habits and the ability to solve problems through dialogue and cooperation forming cultural environment in border area. Cross-border cooperation is considered as a most important factor for changing existing situation. Several aspects, related to this: – Rural dimension: Daugavpils district is a rural territory, located around Daugavpils city. District includes 19 territorial units or parishes. The population of Daugavpils district is 26,913 and it`s area is 1889,7 square meters. Being located around significant administrative center (Daugavpils city) is not very beneficial aspect – it is very difficult to attract attention of potential visitors and tourists to Daugavpils district. – Cultural dimension: culture is considered as one of the most important factors for attracting visitors to territory, but again – it is almost impossible to compete with possibilities, offered by Daugavpils city, so there is necessity for alternative solutions. – Tourism dimension: similar like cultural dimension, tourism in Daugavpils district can not be promoted apart from territorial background. TO SUM IT UP: Culture Department of Daugavpils District Municipality will benefit from the project by creating new approach to overall development of rural territory, using cross border cooperation in fields of culture and cultural heritage.
